From a little research, I believe the writer was Humphrey Brooke Powell, at one time a Canal Company president.
Some abstracts:
"Your letter of the 4th Inst. directed to the Clerk of the County of Loudoun has been by that Gentleman refer'd to me for a reply, he being unable to give the information desired by you. I am sorry to say to you that I am in the same category with himself. If you are correct in the name, viz. Myries, I believe I can say with confidence that there is no individual having that name now residing within this county nor have I any recollection of ever having heard the name before. If, however, the name be Myers, then I can say that there was a man named Jacob Myers living a few years since in the neighborhood of Waterford of this county and I believe still resides there, as I have never heard of his death."
And a little more along that line. Condition of the letter rates good, some separations along small edge folds were mended with archival tape; some old stamp hinges on back. As usual with stampless letters, after writing on one or more sides of a sheet of paper, the letter was folded several times and mailed. Please note that most stampless letters have faults such file folds, tears at and opposite the sealing wax area, and some stains / wear / tear here and there. I hope the scan gives you a general idea of the condition.
